Once in Victoria Island Hwy turns into Douglas Street, Hwy 17 turns into Blanchard

Turn right on Yates Street and follow it down until it ends at Wharf Street

Turn left on Wharf Street and follow Wharf (which turns into Government St) around the Inner Harbour (past the Tourist Info Bureau, The Empress Hotel).
